History and Upbringing:
Pansy was the typical little pureblood girl and she still is. She grew up with the idea that purebloods were superior to everyone else, but that idea faded with Voldemort. In school, her and Draco teamed together to head the Slytherin gangs. She never really knew what it was like to have to take other people's feelings into consideration. At Hogwarts she tore through people and loved feeling more powerful than them, but she grew out of it for the most part. She was scarred by the Malfoy's betrayl of the Dark Lord while her parents went to Azkaban for supporting him after his fall. They took her in, but it took a long time for Pansy to forgive them. When she did, she was changed. Draco and her are like brother and sister.
Current State of Mind: Pansy is still a selfish little girl in many ways. She married Theodore Nott because that is what her parents wanted her to do, but she never loved him. He spends most of his time obsessed with his job traveling to the ends of the earth, while Pansy stays close to what little family and friends she has left.
She works in the Ministry as the Ambassador to the Muggle Prime Minister. This allows her to be very high up with having to do very little work. When things aren't in crisis mode, she works directly under the Minister, basically doing whatever odd jobs they need her to do.
Role In the Plot:
Pansy could use her high up connections and public office to influence the general public about the morality of genetic manipulation. When she hears about the Genetic Engineering thing, it's going to spark some painful parallels to her childhood, but she'll find a way to make it benefit her. If persuaded, she could bring in muggles to be tested and possibly be given magic.
